Hi all. I have a 15 year old GE electric stove . The top element inside the oven does not heat up on bake, it only works on broil.  Can anyone tell me why? Model is 164d3871 p001. thanks

This is because the top element is the broil element and the bottom element is the bake element.

This model uses both top and bottom (alternating) for bake

I am not familiar with this model. You should check the element for continuity.. if the element is good you may have an issue within the control board
